The forum entitled Medicare and the Public Health Challenge was held in Sydney during the ALP national conference.

Mr Latham was one of five speakers at the forum and joined Opposition Health spokeswoman Julie Gillard in cutting a cake to celebrate 20 years of Medicare.

The new leader told guests that Labor's commitment to Medicare remained as strong as when it first started operation on February 1, 1983.

HSU national secretary Craig Thomson outlined at the forum how the decline in bulk-billing and a reduction in after hours GP services was affecting public hospitals.

He called for greater co-operation between state and federal governments to improve public health services and a national forum to kick-start the reform process.
